Change of Use / Certificate of Use

A Change of Use or Certificate of Use (CU) is required when a property is occupied for a new business activity, tenant, or operational purpose. Local jurisdictions require review to confirm zoning compliance, life safety requirements, parking, and regulatory approvals before a business can legally operate.

What Is a Change of Use?


A Change of Use occurs when the function of a space changes — even if no construction is proposed. This may include:

  • New operations requiring municipal approval
